Special Recreation Association (SRA) Funding

The Park District Code and Municipal Code enables any park district or municipality that is party to a joint agreement to provide “recreational programs for individuals with disabilities.” They may levy and collect annually a tax of not to exceed .04% of the Equalized Assessed Valuation (EAV) of all taxable property in the district for the purpose of funding the district’s share of the expenses of providing these programs under that joint agreement (see Section 5-8 and 8-10b of the Park District Code and Section 11-95-14 of the Municipal Code).

Approximately 70-75% of a Special Recreation Association’s revenue each year is comprised of the tax contributions of their member park districts and Villages.


Member Agency Contributions

The SSSRA Articles of Agreement require member entities to contribute .03% of their EAV each year.

Grants and Contributions

An increase in grant funds received has enabled the association to continue to offer free and discounted programs and special events. Please see the Our Supporters page for a list of our generous donors.


Program Fees

Weekly program fees for residents include only 66% of the direct expenses the agency incurs for programs. Special event fees include 100% of ticket/admission costs, but only 50-65% of other direct expenses. Direct expenses include: part-time staff; fuel; food; recreation supplies; and uniforms. A Fee Sheet is completed for each program and special event when setting fees. Please note that no administrative costs are included. Scholarships are available to residents who need assistance affording program fees.


Audit

An independent Audit of the association’s records is conducted each year, by a firm with extensive experience in auditing park districts, municipal entities and special recreation associations.
